Judging Storvacker the Hold-Beast in Dragon Age Inquisition DLC Jaws of Hakkon. Contains bear puns.

The bear judging takes place late in the Jaws of Hakkon DLC, after you've gained the approval of the hold and, no spoilers, done battle with something large. Once you've completed the main story missions and earned the approval of the hold (the related new war table operations count towards this), you can find and investigate Storvacker in Stone-Bear Hold to trigger the judgement scene and recruit Storvacker as an Inquisition agent.
