Phoenix is a great offlaen hero because of his escape, and ability to easily 1v1 almost all support heroes. With a boots start and 1 tango, you should be able to get enough cs and sap enough exp(in a pub) to afford tranquil boots shortly after.

Try to snag a solo kill on the enemy carry(easier if they are melees) or support, and don't be afraid to TP support a lane, since you are difficult to kill, and your offensive potential is good.

Aim for a Mek with the tranquil boots, and later a Shivas or a Rod of Atos, depending on the circumstance.
